Cannot Activate Adobe CS4

I purchased a copy of Adobe Creative Suite 4 in 2010 and have my software licence certificate. I am installing it on my laptop but it is failing the online activation stage, saying Activate Later. The activation system is not available at this time. And it gives 3 options, Retry, Cancel, Phone Activation (which I have followed and the phone number no longer works).

Please advise me as to how I can activate,
